If he had no sex with any virgins or chaste widows, then he was not really formerly married. Now let's look at the picture from Judy's side. If she had lost her virginity to a former man other than her attested illegitimate man, she could not have really belonged to her attested illegitimate man as a wife because female chastity is required to establish marriage. Hopefully, this little explanation will clarify the subject of Torah-approved marriage further in case her meaning of “covenant marriage” doesn't comply with the Torah. Repentance And Separation:

Note concerning the law: Chastity is a basis for marriage. A defiled woman cannot be restored to a former husband because of uncleanness (Dt. 24) regardless of the cause. Keep marriage pure in love and prevent adultery or uncleanness. It is actually a community obligation; we must not defile the land if we expect God to bless it! A chaste widow can not remarry!
