1. BUT Samuel the prophet, when he had ordered the affairs of the people after a convenient manner, and had appointed a city for every district of them, he commanded them to come to such cities, to have the controversies that they had one with another determined in them, he himself going over those cities twice in a year, and doing them justice; and by that means he kept them in very good order for a long time.

Analogy of race-district government through state rights or district rights rather than federal usurpation: Equality.
An aristocracy (rich in faith) of leaders who put race (and hopefully God) before capital and pleasure or sin would be much better than regal impostors in the USA and other countries also. Freedom and opportunity for advancement through self-government would be so much better than Affirmative Action tyranny and restriction (including its national and international repercussions) against the Nordish and non-minority (indigenous) victims.
